Human Terrain System

The Human Terrain System (HTS) is a United States Army program which embeds social scientists with combat brigades (currently in Iraq and Afghanistan) to help tacticians in the field understand local cultures using 'Human Terrain Mapping' (HTM).[1] The HTS utilizes experts from social science disciplines (anthropology, sociology, political science, geography), regional studies, lingustics, and intelligence. HTS provides military commanders and staff with an understanding of the local population by conducting research, interpreting, and archiving cultural information and knowledge.

 

Between July 2005 and August 2006, the US Army put together HTS as an experimental counterinsurgency program. The program’s building blocks are five-person teams (‘Human Terrain Teams’ or HTTs) assigned to brigade combat team headquarters in Iraq and Afghanistan, comprising regional studies experts and social scientists.[2]

 

The goal of the HTS is to give commanders insight into the population and its culture in order to enhance operational effectiveness and reduce military and civilian conflict.[3] Human Terrain Teams (HTTs) are forward-based with soldiers, providing advice to brigade commanders on local customs and traditions, political systems and tribal structures, and economic development. They can provide training to brigade personnel as requested.

 

In interviews, US military officers in Afghanistan have stated that the aim of the program is to improve the performance of local government officials, persuade tribesmen to join the police, ease poverty and protect villagers from the Taliban and criminals. HTS does not manage infrastructure projects, nor does it carry out kinetic targeting.[citation needed] The question of whether HTS is military intelligence is somewhat of a semantic distinction; as U.S. Army officers have publicly written, the U.S. effort in Afghanistan has often focused too much on the insurgents and not enough on the peoples and culture of the country. Understanding the people better will assist intelligence preparation of the battlefield (IPB) in its broadest sense. Thus the program essentially is about gaining better situational awareness, but it is not traditional military intelligence.
